Rallying for Justice

Rally for justice At the Navy Memorial in Washington, D. C.,on September 24th, IBEW officers and staff were part of the thousand-plus group of union leaders and activists, who rallied to show support for the Avondale Shipyard workers. This shipyard has the worst health and safety record of any U.S. shipyard receiving Navy contracts. These workers, who put their lives on the line daily, voted to form a union five years ago, and are still waiting for the company to begin negotiations on their first contract.

Chairman of Joint Industry Board of the Electrical Industry

George SchuckGeorge Jacob Schuck, chairman of the Joint Industry Board of the Electrical Industry passed away on July 3, 1998, after serving more than four decades in the IBEW. Brother Schuck was appointed chairman of the Board on July 28, 1986, and actively served in that capacity up until the time of his death. As chairman he was responsible for administering all of the employer and employee benefit plans to unionized electrical contractors, members of Local Union 3 in New York City, and their families. Brother Schuck had a long history as a trade unionist. He was initiated into IBEW Local 3 on July 20, 1956, graduated as a Class A Journeyman upon completion of his apprenticeship training in 1958, and became a General Foreman Electrician, specializing in hospital systems. He was appointed to the Executive Board of his local in January 1972 and also served as recording secretary from May through December 1974, when he was elected president of Local 3, an office he held for twelve years.

His military service was in the U.S. Army from 1959 to 1961, where he was an instructor of Ballistic Missile Systems at the Officers Training Division of the Ordinance and Guided Missile School. Brother Schuck taught Electrical Technology to IBEW apprentices for 13 years and to apprentices at the Charles Evans Hughes Evening Trade School from 1969 to 1974. He was a member of the National Fire Protection Association, a member of the National Electrical Codes Committee and a member of the New York City Electrical License Board. Brother Schuck also received the prestigious IBEW Life Savings Award while volunteering as an Emergency Medical Technician (EMT) with the Oakland Volunteer Ambulance Corps.

For the loss of this outstanding leader, teacher and trade unionist, the Brotherhood expresses its heartfelt sympathy to his wife, Jean; his four children and a host of friends.

Executive Assistant to the International Secretary-Treasurer
Arlie Franklin Heald

Arlie HealdAfter a union career of more than 44 years with the IBEW, Executive Assistant to the International Secretary-Treasurer, Arlie Heald, announces his retirement, effective November 1, 1998. Beginning with his initiation into Local 265, Lincoln, Nebraska, on May 8, 1954, Brother Heald served as treasurer from July 1958 to June 1962, at which time he served as president and on the Executive Board until October 1966. In November 1966, through August 1983, Brother Heald was elected business manager-financial secretary of his local.

Within his local, he served on the Negotiations Committee; the JATC; Labor Management Committee; as Trustee on the Annuity Fund and the Health and Welfare Fund; on the IBEW-COPE, PAC; Newsletter and IBEW Convention Committees. Brother Heald was also a registered lobbyist in the Nebraska Legislature. Other labor-related committee offices he held were: President, Nebraska State IBEW Council; President, Lincoln BCTC Board Member;

member, Nebraska State AFL-CIO, Lincoln CLU, Lincoln Labor-Management Political Coalition; and the NJATC.

On September 1, 1983, Brother Heald was appointed an International Representative and assigned to the International Office in the Construction and Maintenance Department, where he worked on Jurisdiction, Project Agreements, Nuclear Agreements, Outside Utility National Agreement; and IBEW/UA Instrumentation Agreements and Arbitrations. He was appointed as Executive Assistant to the International Secretary, on February 15, 1988, which included the following assignments: Management of the International Office Building; Assist IVP’s in their office leases and insurance; management of leased vehicles for International Officers and Representatives; administer the Labor Organization Bonds for the I.O. and local unions; administered all other I.O. insurance and bonds; assist the I.S.T. in IBEW Convention Planning, consisting of physical set-up, production, staging, side events and Convention services; develop IBEW Exhibit Area at the AFL-CIO Union Industries Shows; represent the I.S.T. in all I.O. Bargaining Unit Negotiations and Grievance Arbitrations; look after I.O.-sponsored computer software programs for the local unions; administer IBEW Trademark Registrations and IBEW Union-Made Label Agreements with the U.S. Patent Office; and responsible for the following I.O. Departments: Computer Services, Personnel, Accounting, Purchasing, Inventory Control, Reprographics, Mail Services and Supply Services.

Brother Heald participated in such community organizations as the Lincoln, Nebraska, Economic Development Commission; the Lincoln Comprehensive Plan/Goals and Policies Committee; the Lincoln Private Industry Council; the Lancaster County Personnel Board; and the Nebraska Advisory Committee/U.S. Civil Rights Commission.

Brother Heald welcomes retirement to spend more time with his hobbies of woodworking and football. The IBEW extends its congratulations to Arlie Heald and his family, with best wishes for a long, healthy and well-deserved retirement.

Appointment-
Patrick Michael Reilly

9811reilly.jpg (11615 bytes)The IBEW is pleased to announce the appointment of Patrick M. Reilly, former Director of the Council on Industrial Relations (CIR) Department to the position of Executive Assistant to International Secretary-Treasurer Edwin Hill, effective November 1, 1998. Brother Reilly has nearly 27 years of labor union service, having been initiated into Local 111, Denver, Colorado, on December 1, 1971, but later moved his card to Denver Local 68. In his local, he served on the Executive Board from 1983-84; as assistant business agent from 1984-85, and was elected business manager-financial secretary from 1985-1989. He also served as chairman of the Labor-Management Negotiating Committee; as Director and President of the Colorado Labor Advocate; Trustee and chairman of the Eighth District Pension fund; secretary of the Colorado State Conference or Electrical Workers; and Trustee, Denver Joint Industry Promotional Fund.

And on July l, 1989, he was appointed an International Representative and assigned to the Construction and Maintenance Department, where he handled the National Specialty Agreements, building trades jurisdiction and served on the General President’s Project Maintenance Agreement Committee. On July 1, 1995, he was appointed to the directorship of the CIR/Operations and served as secretary of the Council, liaison to the Vocational Industrial Clubs of America and the National Council of Senior Citizens.

The IBEW extends to Brother Reilly its congratulations and best wishes as he takes over the responsibilities of his new position. 

Robert A. Damiani

Bob DamianiInternational President J. J. Barry announced the appointment of International Representative Robert A. Damiani as Director of the Council of Industrial Relations Department (CIR), effective November 1, 1998. Brother Damiani has been an International Representative in the Construction and Maintenance Department since 1986. He fills the position vacated by International Representative Patrick Reilly.

In August 1968, Brother Damiani was initiated into Local 363, New City, New York, and later became a journeyman wireman. He has a bachelor of science degree in Business Administration from Long Island University. He was appointed an International Representative in May 1975 and assigned to the International Office in the Bylaws Department. He later worked for the Organizing Department and Agreement Approval Department before being assigned to the Construction and Maintenance Department. Brother Damiani’s assignments have included local union agreements, local union assents, Davis/Bacon matters, the Service Contract Act, the Sign Industry Disputes Board, the Tri-Trades Committee, AFL-CIO Building Trades Safety and Health Committee, Construction Strike Sanctions and Construction Safety matters. He has also helped conduct courses for new business managers and new International Representatives. He has been Assistant to the Secretary of the CIR since 1992.

The Brotherhood wishes Brother Damiani much success as he assumes his new position.
