L.U. 704 (catv,em&i), DUBUQUE, IACongratulations to Bro. Elmer Sisler, who recently received his 60-year service award certificate and pin. Elmer was initiated into Local 704 in June 1942. Sixty years is a great accomplishmentone we all strive to achieve.

We welcome two new Local 704 members. Bro. Russ Friederick, who transferred from Local 226, Topeka, KS, and newly organized Bro. Paul Hundrieser.

Local 704 and Barnstead International signed a new four-year contract. Thanks for a job well done to Negotiating Committee members Jay Johanningmeier, Greg Link, Jack Theisen, Todd Schmitz, Scott Zillig and Bus. Mgr./Fin. Sec. Dan Hammel and the officials representing Barnstead.

At this writing, Book I is clear and work for the summer appears to be steady.

Groundbreaking Ceremony

L.U. 760 (i,lctt,o,rts,spa&u), KNOXVILLE, TXOur work picture has slowed in Knoxville after an outage was cancelled at the Bull Run Steam Plant, a TVA project. We have a few men left at the job working on new construction for the SCR project. We hope we will have the outage by next spring. We appreciate all the traveling brothers and sisters who helped us while we had some work.

In celebration of the birthday of Martin Luther King, Jr., the TVA and the IBEW participated in a Habitat for Humanity groundbreaking ceremony for a new house to built in our community. There was a very good turnout in spite of the snowfall the night before. We are looking forward to starting work on the house soon.

At this writing in late March, we are getting ready for negotiations on our NECA agreement. We wish the Negotiating Committee good luck, as they have their work cut out for them.

We sadly report the passing of the following members and retirees: Paul E. Medaris, James F. Preston, Jerry S. McMeans and Ted Collins.

Lock Out, Tag Out

L.U. 804 (i&o), KITCHENER, ON, CANADAAs summer approaches and we enter the season of shutdowns, we must remember to work in a safe and efficient manner. Always remember that safety begins with you, and you should take every necessary precaution to protect yourself and your brothers and sisters.

Remember when working on electrical components to lock out and tag out all potential sources of energy prior to engaging in work. Our chosen profession has unforeseen dangers, but we can prevent the possibility of a fatality by locking out all potential energy sources. Take the necessary time to protect yourself. A human life is worth far more than the cost of stopping production in any plant in the world.

In accordance with a joint effort with our ECACO, we have begun to distribute one-keyed locks to our members to ensure their protection when at work. Meetings have been held with the local community college, the Ministry of Labour and the Ministry of Universities, Colleges and Training to have a lock out procedure implemented as part of the apprenticeship program within the Province of Ontario. We must educate and re-educate our members on the importance of lock out. Please do not take any chances whether at home or at work. The message is clear, Lock out and tag out!

Thanks for All You Did

L.U. 1116 (em,lctt&u), TUCSON, AZOur local extends appreciation and gratitude to recent retirees Bros. Tim Brady, Raul Garcia, Angel Perez, Larry Bagwill and Roger Rowland, whose combined years of service for TEP equal over 170 years. All of their experience and workmanship has been passed along to many they have worked along side.

Congratulations to Bros. Martin Garcia, Narciso Villa and Marcos Villa, who have completed their years of training to become journeyman linemen/cablemen.

Local 1116 wishes all our troops serving our great country in the war with Iraq God speed and a safe return home. We are very proud of you and all of our military personnel. Thank you for all you are doing.

Brothers Mourned

L.U. 1426 (i,o,rtb,spa&u), GRAND FORKS, NDThe local regretfully reports the passing of several active and retired members. Bro. Steve Olson was an inside wireman and a member since 1977. Gabriel Thompson was an apprentice lineman for Clearwater-Polk Electric Cooperative and was just sworn into membership in February. Others are Bro. Lloyd Constant, William Cernousek (NSP), James Oxton (Moorhead Public Service) and Charles Pariseau (Nodak Electric Cooperative). Our condolences to their families and friends.

The local has recently begun negotiations with NECA for the inside wireman agreement that expired May 31. We are also conducting inside apprentice interviews. The state funding for the school projects in Moorhead was done by a system called "Debt Reduction" that in simpler terms means to circumvent the prevailing wage laws for Minnesota state funded school projectsanother way to beat down organized labor.

The North Dakota IBEW Ice Fishing Derby was a great success. Congratulations and thanks to all of the winners and participants.

Through the winter months the local has held numerous journeyman update classes and three COMET classes. Thanks to all who participated. The only way to win the battle is for everyone to get actively involved.

Keep in mind the annual family picnic and golf tournament to be held in August.

New Contract

L.U. 1464 (u), KANSAS CITY, MOA new three-year contract with Kansas City Power and Light Company became effective Feb. 1, 2003. Wages were increased along with improvements to working conditions and the Health and Welfare plan. A very special thank you to all of the members of the Negotiating Committee, made up of representatives of all crafts and work groups. They designed and administered surveys, which revealed the issues we took to the bargaining table. The commitment and diligent service of these members is admirable and commendable.

We have bargaining unit safety representatives who are out to improve our well being. Doing more work with less people requires us to be safety-minded at all times.

Mark your calendars! The Joint Activities Committee has set the annual picnic for Aug. 23, 2003. It will be held on the Local 124 grounds again. All active and retired members and their families are welcome. This includes Local 412 and Local 1613, in addition to Local 1464. See you there.

Right-to-Work Defeated

L.U. 2320 (t), MANCHESTER, NHThis is not only a great victory for our members, but also for union members and their families across New Hampshire. The "Right to Work for Less" gang was soundly defeated and sent scrambling back to Virginia.

The House Bill 821 (Right-to-Work) went down to defeat 262-103 in part because of a large union turnout at the hearings. In New Hampshires most Republican state legislature ever, it is crystal clear that House membersregardless of party affiliationreally did listen to their constituents, opposed the bogus legislation and stood up for New Hampshire. Special thanks to Bro. Bill ONeil, whose relentless effort spearheaded the campaign to defeat H.B. 821. Thanks also to all the volunteers who got the postcards signed, made many phone calls and lobbied their state representatives. Great job!

Congratulations to the Next Step Class of 2003 (Concord campus). It was a four-year adventure, but we did it!
