Council on Industrial Relations
The IBEW Constitution and applicable laws in the United States and Canada govern IBEW local union structure and practice. To protect the integrity of the Brotherhood, the Bylaws and Appeals Department ensures that any changes in IBEW local union governance are in accordance with those authorities.
International oversight ensures local unions adhere to applicable laws and the IBEW Constitution. All changes in local union bylaws are approved through this office.
This office also processes appeals, complaints, amalgamations, dissolutions, new and open charters, elections, expenditures, special dispensations and assessments and waivers.
Additionally, all cases submitted to the Council on Industrial Relations (CIR) are processed from this office. The CIR exists as a cooperative labor-management enterprise between the IBEW and the National Electrical Contractors Association (NECA) to provide a forum for the peaceful resolution of labor disputes in the electrical contracting industry.
